The Avenue is an 85-unit affordable housing development that strengthens two Providence neighborhoods through a combination of new construction, preservation, and creation of commercial space. Located in Federal Hill and the Elmwood neighborhood, The Avenue blends thoughtfully designed new apartments and ground-floor storefronts at 434 Atwells Avenue with the rehabilitation of existing affordable homes through the Elmwood Neighborhood Revitalization II (ENR II) initiative. Together, these coordinated investments support housing stability, local businesses, and long-term economic growth.

The Avenue features 39 newly constructed affordable apartments in a five-story mixed-use building in one of Providence’s most vibrant neighborhoods. Residential units occupy floors two through five and comprise a mix of one, two, and three-bedroom apartments, including ADA-compliant units with a unit mix ranging from 30-80% of the Area Median Income (AMI).
The building is designed to support urban living, with easy access to public transportation, pedestrian and bicycle activity, and nearby neighborhood amenities. Forty partially enclosed parking spaces are also included on site.
Commercial Space at The Avenue
The Avenue brings 3,200 square feet of new commercial space to Atwells Avenue, offering a rare opportunity to lease built-to-suit storefronts in the heart of Federal Hill. With 39 apartments located directly above and a vibrant commercial neighborhood surrounding it, the space benefits from built-in foot traffic and daily activity.

Elmwood Neighborhood Revitalization II (ENR II)
ENR II focuses on the renovation and long-term preservation of 46 scattered-site affordable apartments across 13 buildings in the Elmwood neighborhood of Providence. These homes serve low to moderate-income households and represent a significant reinvestment in existing community assets.
Rehabilitation work includes accessibility improvements, mechanical and electrical upgrades, and extensive architectural enhancements such as masonry repairs, waterproofing, new doors and windows, and improvements to individual apartments and common areas. The unit mix includes efficiency through four-bedroom apartments, with affordability levels ranging from 30% to 60% of AMI.
