A Transformative Community for East Providence 

Center City Apartments (CCA) will feature 144 high-quality, affordable apartments across three buildings on Taunton Avenue, transforming a long-vacant, blighted, 3-acre parcel into a vibrant, residential community. While all of the units will be made available to low- to moderate-income households, approximately 40% are reserved for the most economically vulnerable families making up to 30% of the Area Median Income who will receive wrap-around supportive services from nonprofit partners. The remaining units will be available to individuals and families earning up to 80% of the Area Median Income.   

The development includes two new constructions, four-story buildings. and the renovation of an existing four-story structure, creating a unified campus anchored by community spaces, resident amenities, and on-site supportive services. The site was formally a dormitory for Johnson & Wales University, and at one time it was a nursing home.  

Together, these improvements represent a more than $65 million investment in East Providence, including stormwater upgrades, new infrastructure, enhanced street lighting, and improvements to public transit access.  

Fostering Economic Opportunity and Stability 

Center City Apartments intentionally integrates supportive housing into a larger mixed-income community to foster long-term housing stability and economic mobility. Residents will have access to on-site social services provided by partners experienced in housing stabilization, financial literacy, education, workforce development, and case management. 

This service-enriched model is designed to connect families to opportunity while strengthening neighborhood well-being. 

One Neighborhood Builders has incorporated environmentally responsible design strategies, including stormwater management improvements and long-term sustainability features throughout the property. 

An Innovative Partnership 

Center City Apartments is being developed by ONB through an innovative collaboration and social service partnership with Crossroads Rhode Island (Crossroads), Family Service of Rhode Island (FSRI), and Foster Forward. Formed as the Taunton Avenue Collaborative, in 2022, this innovative partnership of four respected nonprofit organizations has been working together to transform this long-vacant site into a healthy, stable community asset. Residents of the approximately 40% of units that are reserved for the most economically vulnerable families making up to 30% of the Area Median Income will receive wrap-around supportive services from the nonprofit partners. Center City Apartments will offer onsite offices for the partnering nonprofit service providers and One Neighborhood Builders’ resident service coordinators, as well as property management and leasing offices.
