O fundo fornece capital flexível e com juros baixos, concentrando-se naqueles que não se qualificam para empréstimos tradicionais. É feito pela comunidade e para a comunidade. As decisões de concessão de empréstimos são tomadas por um comité em que a maioria dos membros são residentes e proprietários de pequenas empresas em Central Providence.
